Currently we define the jobs we use for build and testing of CDK via Jenkins GUI and thus the process is not transparent for the whole team and thus we lack control.

We should create a repository where the jobs will be defined with [Jenkins Job Builder|https://docs.openstack.org/infra/jenkins-job-builder/].
