I would say this is nearly completed. Batik 1.9.1 is in Orbit Photon M6 contribution with the exception of org.apache.batik.pdf 1.9.1 which should be in by M7.

It looks like the only consumer of 1.8.0 at Eclipse was the platform so when they requested 1.9.0, I asked the contribution to remove the older version as opposed to keep it around. Ultimately 1.6 and 1.7 should be removed as well since they have known vulnerabilities.

They will exist in older builds but should not remain in the active ones.
