http://download.jboss.org/jbosstools/updates/webtools/photon/ currently points at the snapshots site,  ../../photon/snapshots/updates/

-It seems the snapshot site doesn't work - unsure why it won't load / resolve deps.-

Turns out it's just really slow. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=534437

This will change to ../../photon/development/updates/ once AM1 is done, which will hopefully be more stable.
