Resolving as "not a bug". Remediation is the expected result when you're asking to install something newer than what's in the platform. 

If you can install everything from JBT, even if it takes a few mins longer, it's not a bug... unless we're using Photon.0.GA and remediation is presented. :) That should not happen, because we should be building and releasing with the latest available. 

Feel free to reopen this, or open a new issue, if you see remediation problems when we get to the 4.6.0.Final bits and the Photon.0.GA based target platform.
