$ java -version
openjdk version "9.0.4"
OpenJDK Runtime Environment (build 9.0.4+11)
OpenJDK 64-Bit Server VM (build 9.0.4+11, mixed mode)
$
Switching to OpenJDK 11.0.3 the issue no longer happens. A different dialogue appears (maybe a separate issue). The expected dialogue with "Available updates" appears.
Both JVM point to the same cacerts file on my system. /etc/pki/java/cacerts
