Hi,
The Eclipse 2019-09 JEE package contains an older version of WTP than the jbosstools uses. so when trying to install jbosstools, it complains about trying to install with outdated contents.
JEE package contains WTP 3.15.0.v201908192247 ( not an Stable build ) as jboss contains the R release ( 3.15.0.v201908281850 )
Workaround is to update the JEE package first ( that will bring up the WTP version ) and then install Jbosstools. 

By this, i think we should close this issue as it's not jboss related, but eclipse related.
And as a side note, Mylyn is also packaged with outdated contents in jee package.
