Remove Dirtable flag from MPartDescriptor
Remove org.eclipse.core.runtime.IPlatformRunnable
Remove deprecated dialogs from org.eclipse.ui.dialogs
Remove method org.eclipse.core.runtime.Platform#getJobManager()
Remove deprecated method and constructor in PopupDialog

For now, there is no porting from 4.15 to 4.16, I suspect those removals will occurs on 4.17.
