RSP-server only uses snapshot builds. Add the ability to create a stable release from the build pipeline:
 - add a switch to choose whether to run snapshot (default) or release
 - on release, promote the build artifacts to a stable location
 - add a '-latest' symlink to the upload location pointing to the latest uploaded build
