Added ant build target to pull the drivers from Red Hat internal web server. Of course that only works if you are on the Red Hat intranet, but you probably need to be to access the db servers anyhow...  one exception is the pgsql driver, the new version of which is not on the internal server so we get that direct from pgsql web site instead for now.

With this done, we can now run all the JTS QA tests on hudson. yippee. JBQA-2174 next, so that we get full O/S coverage too.
