Having BasicAction put a timestamp in to its serialized data should work. Tricky questions like: should it be the time the tx was started? prepared? last written out, i.e. may change if the tx is partially recovered and then rewitten to the store? But the basic read/write of the timestamp should be pretty straightforward.
