I think we should have a top-level docs directory (same level as, say, ArjunaCore) where we put the main docs that we would ship with EAP. Module specific docs, e.g., ArjunaCore/docs, would contain only those docs that are specific to that module and not mentioned at the top-level, i.e., really community only interest.
