The problem seems to be to do with the AS not shutting down from a previous test. The previous test (InboundCrashRecoveryTests) to the one that fails (OutboundCrashRecoveryTests) looks to have completed successfully, so it could simply be a matter of the test not waiting long enough for the server to shutdown.
