The script saves the result of both QA runs and then does

   [ $ok1 = 0 -a $ok2 = 0 ] || fatal "some qa tests failed"

which exits with a value of -1.

This looks correct and should have failed the build - if you guys can see anything obvious I'd appreciate feedback.
