I suppose there's an argument to be made that annotations on an interface's methods could be allowed, being overridden in the implementation class(es). This would be a little more symmetric (so you could remove all annotations from the implementation class). I'm not convinced at the moment, so will leave this JIRA closed for now as Won't Fix.
