[jbossws-dev] JBossWS testsuite reorganization

If this zip is unpacked with maven-dependency-plugin, we need to use 
version 2.8 or higher. I tested this works.
This plugin has a bug to keep file permission: 
https://jira.codehaus.org/browse/MDEP-109
