This issue should not be resolved until we have a successful test.

(a) In that case the issue is related but not resolved
(b) Following this logic we would not need any test. This is impractical because we cannot run the CTS for any change.

@WebFault is a feature like @WebServiceRef, @WebMethod, etc. for wich we have comprehesive tests.
