WSIT 1.3 upgrade introduced new com.sun.xml.messaging.saaj:saaj-impl:jar:1.3.1 dependency.
I decreased the 1.3.1 to 1.3 version for now because this version is TCK compliant.
The Sun's 1.3.1 implementation changed slightly and we were receiving ERROR complaining
about that namespace have to be specified for SOAP faults.
If this is desired behaviour of SAAJ then I'm expecting Sun patch for SAAJ module for TCK5
in near future. After that patch will be applied we will have to rollback to 1.3.1 SAAJ Sun impl.
