I created another CXF issue https://issues.apache.org/jira/browse/CXF-3181 to resolve this wstf test failure.  The CXF-3181 fix removes the correlated exchange check in server side inbound direction , that allows soap message with WSA MessageID and RelatesTo header to be processed in the entire interceptor chain.  I'd keep CXF-3049 for reviewing the  uncorrelatedExchanges map implementation in the future .
