Since the specific POM that you referenced is already released, it can't be changed.  But the poms should be reviewed before the next release to verify that this repository reference no longer exists.  The workaround for the already released pom is to use the Maven mirror settings (http://maven.apache.org/guides/mini/guide-mirror-settings.html) to override that repository URL.
