          Description: 
JAXR is standalone project and all tests belonging to it should be in that project.
So we will remove all JAXR related tests from our stack test suite and will eliminate dependencies.

  was:The JBossWS CXF build is currently using a deprecated dependency "apache-scout:scout", this should be updated to the correct groupId "org.apache.ws.scout:scout" so that the artifact can be retrieved from Maven central.
