I have definitely seen this behavior but wasn't aware that it may be considered a bug.  The war file will show up on the next Tomcat plugin discovery, whether it's manual or scheduled.  I think what may be happening is that even though a tomcat discovery is kicked off in the create logic, it's possible it precedes Tomcat actually establishing the new mbeans.  This is just a guess but it would mean that we'd have to either delay that discovery or retry until it found what we needed.
