[jsr-314-open] localePrefix for resources

[Kito Mann]

Can someone explain the motivation behind using the localePrefix in the
resourceIdentifier instead of the actual user's locale (more like resource
bundles)? This came up in my training course last week. The current solution
requires a lot of extra configuration.
