[keycloak-dev] View all users for a realm

+1 on listing users. With pagination and the possibility for sorting by last created/modified we can cover the scenario Gabriel referred to.

If we don't list all users by default, it would be good to update the page's header to "Search Users"

ATM there's no way for an admin to list all users. I think we should either view all users by default, or add "View all" button next to the search. I'm happy with either, and I'd probably prefer the last option TBH.
