[keycloak-dev] Applying the new design to Keycloak

- The CSS was made above Bootstrap 3 and also uses IconMoon icons and Google Fonts.
- I also used RCUE styles that had been created by the UXD team. This is the base for the header, forms, tabs and icons.
- On top of all this, I created a special CSS for the admin console, that have elements not declared before.
