[keycloak-dev] Few Admin events not getting raised

Someone recently mentioned this issue already. Looks lilke a bug to me.

As first step, I suggest to check if there is existing JIRA. If not, 
feel free to create one. Contribution and PR will be good as I am not 
sure we have time to fix this in near future by ourselves.
