[keycloak-user] This is horrible MORE USERS GONE than I thought

I just figured out what I did.  I use Docker and the last time I updated to
the latest version of keycloak I automated restoring data from a json
file.  Every time I restarted, I lost all the new users because of
restoring with the file.
