[keycloak-user] Create user by api

try to create a new user:
Keycloak kc = Keycloak.getInstance(
"http://192.168.11.55:8080/auth",
"master", // the realm to log in to
"admin", "pass", // the user
"security-admin-console");
CredentialRepresentation credential = new CredentialRepresentation();
credential.setType(CredentialRepresentation.PASSWORD);
credential.setValue("test123");
UserRepresentation user = new UserRepresentation();
user.setUsername("testuser");
user.setFirstName("Test");
user.setLastName("User");
user.setCredentials(Arrays.asList(credential));
kc.realm("master").users().create(user);
It returns a HTTP 400 Bad Request. Keycloak log says:

I'm using Keycloak 2.3.0.Final and Keycloak Admin REST Client 2.4.0.Final API.
