[keycloak-user] Fought with and have a working .json file for tomcat, how do I use this to connect via java code

None of the examples I have found show a way to init the key cloak classes via the hard fought and created JSON file to be able to create users as documented at the attached link, is this really the way?  Duplicate the configuration?
