[keycloak-user] Configure fine-grained authorization with SAML.

Hello,

Right now only OIDC clients are supposed to use authorization services. But
we are working to add support SAML assertions in the future. Don't have a
date when this will happen, initial scope is get UMA 2.0 changes.
