[keycloak-user] Import realm settings without removing users

Hey Pavel,

if you've exported users as well those should be imported during import 
as well.

When you use -Dkeycloak.migration.strategy=OVERWRITE_EXISTING the 
existing realm is erased and then imported from file/dir [1]
