[keycloak-user] CLI scripts

I figured it out--

I was applying the CLI scripts to standalone.xml, but Keycloak was starting
with "standalone-ha.xml" by default. Doh.

Added `command: ["-c", "standalone.xml"]` to my docker-compose file and
it's working as expected.
