Deferring to 1.1.0.CR1.
This will involve general rethinking of the establishment of the MCMPHandler - which should not be established until we can connect to at least 1 proxy - and we know the local address of the socket connection, used to default the connector address if necessary.  The load factor calculation can be skipped in the MCMPHandler is not yet established for a given engine.
