Adding following behavior:
* Configurable timeout for stop(Context) processing via MCMPConfiguration.getStopContextTimeout()
* Use request listener notify in place of suggested iterative sleep.
* Either drain pending requests or active sessions depending on whether or not context is distributable.
* JMX notification listener for connector start/stop events - this lets us trigger mod_cluster shutdown before the connectors stop.
* Additional flag in CatalinaEventHandlerAdapter to prevent invalid event order or duplicate start or stop events.
* Move STOP-APP-RSP parsing to MCMPResponseParser.

Notes:
* Synchronous session replication override during shutdown will need to be added to AS itself.
