Current version of the postinstall script silently downloads appropriate MS VS Redistributables and installs them, [see|https://github.com/modcluster/ci.modcluster.io/blob/master/windows/httpd/postinstall.bat#L12:L19]. The correct thing to do would be to download these during packaging time and include them in the zip.
