ReadTimeoutHandler and WriteTimeoutHandler

Hi Hez,

Christian gave you a pretty good answer already, so I hope you are
satisfied with it.  Otherwise, let me know - I will try to explain
even further.

I'm currently filling empty Javadoc blocks, so you will have a chance
to review the timeout package documentation.  Please stay tuned - let
me look forward to your feed back.
