Periodic TimerTask in netty

The reason is if netty has not such thing, the ExecutionHandler will be
meaningless if user needs a simple timer task. "Such thing" I mean is not
what you think re-implement quartz-like lib, it is a mechanism to make
OrderedMemoryAwareThreadPoolExecutor still useful. Such as retrieve thread
inside netty and put into schedule thread pool or make a pseudo-event and
let thread in netty to execute.
Of course you can claim: this is not netty's duty, if user wants timer task,
chose one they like. But, if they do so, some function in netty will be
useless.
