[resteasy-dev] Remove top jaxrs dir in upstream

Given there is already 3.0.x branch.

you can just go ahead and remove it.

I doubt any more PRs are going to be merged before that,
they will be "invalid" since removal but, they can be manually merged or
rebased by submitters.

so why delay what is happening anyway and just do it.
