Starting release process for 4.5.0.Beta1

Nice work guys.

Looks like we didn't create the release RFPL prior to releasing.  I've created it now: https://issues.jboss.org/browse/RFPL-3440.


I've prepared the release announcement, but I'll wait on promoting out of staging, and announcing the release until I check in with Michal on his return from PTO on Monday to make sure there are no loose-ends for this release.
