So, when the TabPanel has its "restoreState" method invoked, it sets "restoredRenderValue" field to null. Later, during the ProcessDecodes phase, my component is actually available, but getSwitchedFacetsAndChildren() doesn't look at it; instead, it looks at the restoredRenderedValue field, and because it's null, it doesn't execute ProcessDecodes on any of the child tabs.
