Probably we can explore why the perfomance is so bad just in our environments. The same userforum post in under link.

Tested under simpliest livedemo example.

CPU isn't frozen under task manager while opening modal panel. 

Panel drawn over 2-3 seconds and iframe appearance takes 1-2 seconds more.
