Go to:

http://livedemo.exadel.com/richfaces-demo/richfaces/toolTip.jsf

and pick "View Source" which shows that:

<rich:toolTip direction="top-right" mode="ajax" showDelay="300"  styleClass="tooltip" immediate="true" layout="block">

toolTip tag has attribute 'immediate' which according to TLD is invalid - thus example is not repeatable and tooltip component with dynamic data from datatable is not working.
