Here is the code I used to reproduce the issue:

				<a4j:jsFunction name="setActiveLayer" ajaxSingle="true"
					eventsQueue="epigraphQueue" reRender="group">
					<s:conversationId />
				</a4j:jsFunction>  
			</h:panelGroup>

			<button onclick="setActiveLayer(); return false;">setActiveLayer</button>
			<a4j:log popup="false" />
		</h:form>

If 'Begin conversation' button is pressed then subsequent invocations of setActiveLayer() happen in the same conversation. If 'End conversation' is pressed then each invocation of  setActiveLayer() starts new temporary conversation.

RichFaces 3.3.0-snapshot from 19 Nov/Seam 2.1.0.SP1/JSF 1.2_10
