I'm having exactly the same problem. Seam (since 2.0..?) has built-in ajax4jsf filter so you don't have to define it in web.xml.   After setting <web:ajax4jsf-filter enable-cache="false"/> in components.xml (thanks Earnie) styles are loaded except login page.... On login page there is a rich:panel which lacks headers' background image.
