I have tested this on this page w/ IE7+Vista:
http://livedemo.exadel.com/richfaces-demo/richfaces/inplaceInput.jsf?c=inplaceInput

I can tab up to the first inplace control, but once the text box is visible, the tab key doesn't do anything. If you press return to close the box, the tab postition is reset on the page.
