Step 1. Add any style header through the headerStyle attribute inside rich:columns tag. Boarder should be defined in headerStyle like that:
              boarder: green 3px solid;
Step 2. Navigate to page contained tested component & verify upper header's boarder style displaying not under plain skin.

Actual behavior:
Upper header's boarder isn't traced. for more info see HeaderUpperBoarderColumns.png
