Doesn't look like a RF bug. As far as I see, this happens because components are processed in the order in which they are defined on the page, so "update model" call for select is followed by "update model" call to slider overwriting value set previously.

Solutions:

1. Set value using action method
2. Make the first a4j:support ajaxSingle="true" or enclose select into a4j:region
