Unnecessary code in richfaces.js was commented.

Nick, currently we marked richfaces-queue.js as resource dependencies for commandRendererBase, Status and so on.. But it still not added if just a4j:ajax. Maybe we have more proper single place to define that it should be loaded if enabled globally for application, instead of addition this dependency to every component which requires it?
