Reopened (at least I'm trying) since I've got the same issue on some components including the rich:upload. Going to a page with a rich:upload (obviously empty at beginning) the most of the times is disabled by default, other times it appears normally enabled.
When the page starts with the item disabled, pressing f5 or doing a page refresh other ways displays the component correctly enabled, and it's likely to keep up showing up correctly untlil logout.

Some other similar issues are rich:editor that appears only after f5 page refresh. All of this issues popped out after we included our pages dinamically via a <ui:include src="#{ActiveProcessCache.currentPageName}.xhtml" /> facelet tag
