The fast step attribute of rich:dataScroller should be set to more than default 1. 
IMHO it will looks more good when there is clear difference between normal next button and fast next button. It should be set at least for rich:dataScroller demo.

Other demos which uses dataScroller are:
a4j:repeat
rich:dataTable - editing, Arrangeable
rich:dataGrid
rich:componentControl
