After looking through the RichFaces 4.0 tag lib files the components are correctly entered there using the RF 4 naming you mention above.

RF4: tooltip, toolbar, toolbarGroup, etc...

I'm going to assign to the tools team to take a look.  They should be based on the taglib values.  Perhaps they have a settings, configuration I'm missing.
